Why We Are Collecting Reports
Hope Haven Ministries Foundation has become aware of increasing discussions regarding how public land regulations are interpreted and applied to nomads, RV travelers, van travelers, and other mobile communities.
Some travelers report years of positive interactions with public land managers. Others report being told that living full-time in a vehicle automatically disqualifies them from camping on public lands, even when they are complying with stay limits and other regulations.
At this time, we do not claim to know how widespread these experiences may be.
What we do know is that many travelers have questions, concerns, and experiences worth documenting.
Our goal is simple:
To gather factual information that helps us better understand how public land regulations are being interpreted and applied in different locations throughout the United States.
Our Purpose
Hope Haven Ministries Foundation is not collecting reports to criticize public land employees, encourage confrontation, or promote political agendas.
We believe that most public land employees are working hard to manage public resources while balancing many competing responsibilities.
Our purpose is educational.
By gathering factual information from travelers, we hope to identify patterns, improve understanding, and encourage constructive conversations about public land access, stewardship, and responsible recreation.
What To Do During an Interaction
If you encounter a situation involving questions about vehicle residency, camping status, public land access, or related issues:
Stay Calm and Respectful
Remain courteous and professional.
Most misunderstandings are not resolved through arguments.
Ask Questions
If appropriate, politely ask:
- Which regulation is being referenced?
- Is there a specific policy being applied?
- Can the regulation be identified by number or name?
Seek information rather than confrontation.
Document the Facts
As soon as practical, write down:
- Date and time
- Location
- National Forest, Ranger District, BLM Field Office, or other agency
- Name or position of the employee, if known
- What was said
- Whether a warning or citation was issued
- What action was requested
- The outcome
Record facts as accurately as possible.
Follow Up Later
If you have questions about the interpretation of a regulation, consider contacting the appropriate agency office and requesting clarification in writing.
Written responses can often provide useful information and reduce misunderstandings.

Hope Haven does not wish to become a platform for:

Our focus is on understanding experiences, not assigning blame.
Looking for Patterns
One report is a story.
Many reports can reveal patterns.
Over time, information gathered from travelers may help identify trends, common concerns, recurring misunderstandings, or areas where additional education could benefit both travelers and public land managers.
Understanding begins with listening.

Hope Haven Ministries Foundation strongly supports responsible use of public lands.
We encourage all travelers to:
- Follow stay limits
- Respect closures and restrictions
- Properly dispose of waste
- Minimize environmental impacts
- Leave campsites cleaner than they were found
- Treat public land employees and fellow visitors with respect
Public lands belong to all Americans, and preserving access for future generations requires cooperation, stewardship, and personal responsibility.
